Council Member

Dwayne Halliburton | 2nd District Councilman
I graduated from West Side High School in 1983, and shortly after, I enlisted in the United States Marine Corps, where I proudly served for 7.5 years. My military career included a variety of roles, such as Infantry, Airborne, Barracks Duty, and Weapons Instructor.
In 1991, I returned home and transitioned into education, working as a teacher’s aide at Field Elementary School in East Chicago. During my time there, I served in multiple capacities, including math tutor, DJ, and basketball coach.
I earned a Bachelor of Arts degree from Indiana University Northwest and later became an Indiana State Trooper, dedicating 25 years to protecting and serving the citizens of Indiana. In that role, I served as a Background Investigator, Firearms & Tactics Instructor, Honor Guard member, and Recruit Liaison, among other responsibilities.
In 2003, I founded The Happy Experience, an entertainment company that began as a DJ service and has since grown to include event planning and concert promotions.
In addition to my work in law enforcement and business, I proudly serve as the Councilman for the 2nd District of Gary, Indiana. I am committed to improving the quality of life for my constituents, with a focus on community development, public safety, and creating opportunities for local residents. It is an honor to serve and strive for meaningful change in my community.
Currently, I am employed as a Background Investigator with the Indiana State Police, continuing my career in service to the community.
